The development of science, technology, innovation, and digital transformation has become a decisive factor for national development. It is a prerequisite and the greatest opportunity for our country to achieve prosperity and strength in the new era – the era of Vietnam’s national rise.

In recent years, the Party and the State have introduced numerous policies and directives to promote the application and development of science and technology, encourage innovation, and accelerate digital transformation, proactively participating in the Fourth Industrial Revolution and achieving many important results.

However, the pace and breakthroughs in the development of science, technology, innovation, and national digital transformation remain slow. The scale, potential, and capability of national science and technology are still far behind those of developed countries. Awareness among many sectors, agencies, public officials, and citizens regarding digital transformation is not yet comprehensive or profound. Research and application of science and technology have not achieved significant breakthroughs, and strategic or core technologies have not yet been mastered. Legal frameworks, mechanisms, and policies remain insufficient; high-quality human resources are still limited; infrastructure is not yet synchronized—especially digital infrastructure; and challenges remain in cybersecurity, information security, and data protection.

Our country is currently facing the urgent need for strong, strategic, and revolutionary policies to create new momentum and breakthroughs in science, technology, innovation, and digital transformation, enabling the nation to develop rapidly in the new era—an era of prosperity and strength. The goal is that by 2030, Vietnam will become a developing country with modern industry and upper-middle income, and by 2045, a developed country with high income. Based on this situation, the Politburo requires the effective implementation of the following key directions:
